Steel RunAs is an excellent substitute for windows native commandline called "Run As". Steel RunAs lets you execute commands or applications which run properly only with administrator privileges. You can make the end user execute the program in priviledged mode without providing the user administrative rights to the computer. Unlike the native command line RunAs, the program details and credentials are self contained inside the RunAs executable file in a highly secure encrypted format. The end user has to just double click the RunAs executable to launch the program with alternate credentials.
